陳忠洲，字潤卿，山東濰坊人。
中國致公黨黨員，國家一級美術師，享受國務院特殊津貼。
陳忠洲被評為2013年度和諧中國特別貢獻藝術家、中國公益事業形象大使。
任首都師範大學書法教學客座教授，中國國畫研究院院長，中國書法家協會發展委員會委員， 中國美術家學會常務副主席兼秘書長，中國書法家學會副主席，北京市書法家協會理事，中國楹聯學會副祕書長，美國中國畫院名譽院長，中國收藏家協會理事，中華國禮書畫院顧問。
中國國畫研究院是具有法人資格，從事非盈利性社會服務的專業性研究院。研究院將以鄧小平理論和"三個代表"重要思想為指導，堅持文藝為人民服務，為社會主服務的方向和"百花齊放、百藝爭鳴"方針，弘揚主旋律、提倡多樣化、積極團結、組織全國書畫家、書畫愛好者，加強與全國各地書畫家的交流與合作，為繁榮發展我國的書畫事業貢獻力量。
陳忠洲先生擅長多種書體，其書法極富創造性，早年隸書作品精美，後潛心簡書，以行草正勁圓動的筆觸，書寫莊重厚淳之體，行成了獨具個性的草隸。近而專注行草，其小字行草精緻典雅，被書界所公認。陳忠洲的山水畫創作主要以嶗山為題材，他筆下的嶗山雄偉壯闊多神秀，清榮峻茂，雲湧泉奔，氣象萬千！出入其間山滋水潤，雲煙供養，得以澄懷觀道。深知：應無所住，而生其心，以詩為畫，以心遨遊！思接千載，極具曠達超脫，陳忠洲的花鳥畫：花鳥知人意，腕底有大美。他的花鳥作品精求筆墨意趣，以形寫神，瀟灑簡單，頗有人文精神。縱觀陳忠洲的書畫知白守黑，出則淡雅寧靜，入則婉約蘊藉，能變師古人，為師自然，獨抒性靈，一筆一世界，妙與天地合。
Chen Zhongzhou, also named Runqing, was born in Weifang, Shandong. He is a member of China Zhi Gong Party, national first grade artist, and enjoys special allowance of the State Council. He was awarded 2013 Special Contribution Artist for Harmonious China and Image Ambassador of Chinese Public Welfare, a visiting professor teaching calligraphy in Capital Normal University, Director of China Academy of Chinese Painting, a member of Development Committee of Chinese Calligraphers Association. Executive Vice Chairman and Secretary General of China Artists Association, Vice Chairman of Chinese Calligraphers Association, a council member of Beijing Calligraphers Association, Deputy Secretary General of Yinglian Society of China, Honorary President of American Chinese Painting Academy , a council member of China Association of Collectors and counselor of China Guoli Painting and Calligraphy Academy.
